Will it be an issue later on (next year) if I reject this year's rep placement for the same club
not happy with team selection, and parent are a bit busy next year

Politely decline, referring to your family commitments and say that you would like to be considered again next year when it will be easier on the home front. Don't stress.

depends on the club. Some clubs don't mind. I have seen some clubs put the kids in low teams when they have tried to come back. Try having a chat with the head coach. You should get a good feeling of how they will feel about it

If you're not happy about team selection, what will you do about that issue between now and next year to change the outcome?
Sorry, assuming your unhappiness is you think you should be in a higher team? So you need to make sure you improve more than those selected ahead of you. How will you do that by not competing against other rep clubs?
In 12 months time, should all be about you and your talent/potential and not about you declining this year. They may have a back up plan for you next year or may ask you to commit earlier, but any smart coach will select based on talent.
So work hard young athlete, put in the hours and prove them wrong in 12 months.
