our Div 1 team is not so good so can we....

our Div 1 teams in u18 and 20s is not that good.
I know that in ABL there is a couple of weeks where clubs can openly approach players from other clubs to see if they are interested.
Can we openly approach Div 2 players at stronger clubs that obviously have no show of ever making their div 1 side.
At what stage does a "can never approach a junior" change to a decent offer for a young adult to improve any chance they have.

is an u18 or u20 / 21 player able to be approached - as opposed to canvassing an u12 "kid" ?
