Wrong, Reg did it in 1981, which was 40 mins. The NBL changed to 48 mins in 1984.

I think it's fairly standard in high-level games, to allow outstanding individual performances to be recognised separately from the team’s.

I’m ok with it unless it stops the player or team from achieving some milestone.

Yeah it's completely typically, surprised anyone took the substitution move like that. If he yanked him with 49 points it's a dick move, but the whole reason for yanking him with 4 seconds is so he gets his applause. See things like this all the time in basketball.
