Two further athletes added to the Northern Territory team?

any idea what this means from BNT?

"Basketball NT has confirmed with Basketball Australia the approval of 2 further athletes not selected in their respective interstate regions to be added to the Northern Territory team for the Championships. "

2 Vic Country girls emergency players have been added to the NT team due to 2 of their players being unavailable.

I personally don't have an issue with this, especially if it helps the overall depth of the NT team at nationals.
Just wondering what rules or qualifications are in place to justify selection ?

Any ideas ?
