The off season tracker on the NBL website doesn't mention either of these two playing anywhere in the off season.
Surely for their continued development, they should be playing somewhere?

Wouldn't be surprised if Toohey declares for the draft and spends the off season preparing rather than playing

Yeah Toohey is expected to declare and I imagine would be heading to the States to prepare.

Rocco has too much to lose and little to gain in a less controlled environment, so yeah no surprise he's not playing North or anywhere else.

So Rocco getting extended minutes against albeit lesser talented player, but still big bodies is detrimental to his game? Just in case he gets an injury? Kid needs court time, not wrapped up in cotton wool and just doing training drills.
If he wants a bigger role, and no doubt he's going to get one, there's no better preparation than actually playing. Now with the Emus campaign it will be interrupted, but 100% improves more in meaningful games. And isn't DMac coaching Northside, be the best place to track his progress with the Bullets AC running it.
And most of all the kid will want to play somewhere, better that than some pickup games.
