The Mandurah Basketball Association has finally disclosed the extent of its financial troubles, revealing a debit card had been removed from the club's safe and used for personal spending and more than $23,000 of club money was used to sue its own members.

The explosive revelations were aired on Monday night after the club was forced by the State Government to hold its long-delayed annual general meeting.

The interim board answered dozens of members’ questions about the organisation’s former board, former staff members and the club’s financial situation.

It confirmed that the debit card, usually kept in the club’s safe and used for "irregular situations", had been removed and used for personal expenses, among other transactions.

An independent audit of the MBA’s finances, tabled at the AGM, confirmed this and said auditors were “unable to determine if (debit) card expenditure had been approved”.

“We understand that MBA has completed a review of the types of expenditure that . . . has been spent and the employee responsible has repaid some amounts, we recommend a more detailed review be undertaken,” the auditor’s report said.

The Mandurah Coastal Times revealed last month that thousands of dollars had been charged to the MBA’s debit card during nights out in clubs, pubs, and a strip club in the name of business development.

Bank statements seen by the Times showed sessions at local pubs and taxi trips to Perth to visit more pubs and clubs, as well as a visit to the Penthouse strip club in Northbridge.

It was also revealed on Monday night that $23,100 was spent pursuing litigation against members and attempting to expel club legend Casey Mihovilovich from the club.

Ms Mihovilovich, better known in the community as 'Casey Milo’, is a Mandurah Magic stalwart who last year broke the all-time state basketball league games record with more than 500 games under her belt and has a basketball court named after her at the Mandurah Aquatic and Recreation Centre.

It was alleged at the time that Ms Mihovilovich had engaged in some form of “misconduct”.

The Association was also attempting to sue several members, mostly dedicated parents of children playing at the club, for defamation.

The interim board confirmed all complaints and investigations into Ms Mihovilovich have now been dropped.

The MBA also told members it had engaged an IT specialist to recover emails from accounts that had been deleted, as part of its ongoing investigation into the previous conduct of the association.

Members first began raising concerns about the organisation’s finances in October last year after its 2021-22 financials revealed it was operating at a $190,000 loss after being about $200,000 in the black the previous financial year.

Since then, the AGM was delayed three times and several staff members and officers resigned.

The new board was elected unopposed and includes Cliff Kearns as president, Tim Hartland as vice president, and Shannon Wright, Tim Chatfield, Peter Grimshaw, Matt Bassett-Scarfe, Casey Mihovilovich and Callie Djukic in director roles.

Men's picks.....

1. Flames
Tough to drop the national champs any lower that 1st. Yes, they are a little bit older but the rumoured addition of a second import to replace Hire basically keeps their roster at a similar strength to last year.

2. Wolves
The recent addition of the 7-2" Greek guy gives them an inside target, which they didn't have a week ago. Wade, Turnage and Michaels will give them enough points for a top-two spot.

3. Giants
Finished equal-5th and have strengthened their roster. Rumour of Garang back in Kal, which gives them probably the 2nd-best big man rotation in the league, after the Hawks. Import Dupree will push Kalamunda's Joe Cook-Green for league scoring honours.

4. Cougars
Two new imports but their roster appears a similar strength to last year, which was good enough for a top-4 spot.

5. Hawks
Scraped into the finals last year but have improved their roster. Will be interesting to see how Alexander goes after a few years away from the league.

6. Senators
Ford gives them a strong frontcourt alongside Ellis and Davis, but their guard rotation is suspect, particularly after the loss of Michaels.

7. Redbacks
Have gone back to yesteryear by bringing in a couple of imports from years gone by - Voelkel and Hobbs. Seem to be slightly improved but so have most clubs around them.

8. Eastern Suns
The addition of Joe Cook-Green is huge, and he will be odds-on to be the league-leading scorer. Akau Deng is also a good pick-up and they may push for a finals spot.

9. Tigers
A couple of good pickups will have them hovering around a playoff position, and only injury and/or availability problems will keep them out I would think. An aging line-up won't help there.

10. Buccaneers
Very quiet up at Gero. Not one single entry on the 'Roster Tracker' on the NBL1 website. Muo is gone though, but there was a rumour of Gattorna heading up there. Unless they pull a couple of rabbits, you wouldn't think they can repeat 2022. In fact, it will probably be a big drop off.

11. Magic
Limped through to the end of last season, and then the off-season rot set in. Turner and Abrom are back but the turmoil surrounding them has set them back, off the court and on it.

12. Eagles
Grace gives them a very good side-kick to King, but they just don't have the Aussie quality to make the playoffs.

13. Slammers
Buay Tuach was a real find for them in 2022, and despite losing Brody England, the addition of Manyiel Wugol makes up for that, enough to get them off the bottom.

14. Lightning
Struggled to win 4 games in 2022 and I can't see that changing much. And the three teams below them last year have got better. Armour is back but older. Jackson was hit and miss last year, and they will hope for an improved season from him.

Prediction: Restricted spot open, a lot of faith in the junior group this year, Gorman is a great addition. Prediction: 7th

Key Bench: Restricted spot open, Hoycard
Prediction: Berry and McCarty good local additions, Big Center is defensive minded. Prediction: 8th

Prediction: Some really good local additions this off-season, Fisher if back from injury is a good get. Really need to hit on a 2nd import for this team back moves. Prediction 9th

Bench: Ashworth, Montroni, Hartree, Flynn
Prediction: Not a bad line up, Payne last played at Willetton, They will need some scoring power out of their guard line up. Prediction 10th.

East Perth
Starters: Kelly, Smith, Roberts, Lubke, Import
Key Bench: Allen
Prediction: Import spot open and will be needed. Losing E Fisher hurts. Prediction: 11th

Lakeside
Starters: Jones, Benn, Import, Gowland, Loomis (rumoured)
Key Bench: Priestly
Prediction: Really need to hit on that 2nd import sport, a lot of scoring pressure on Jones. Prediction: 12th

Southwest
Starters: Barrett, Finch, Vincent,
Bench: kids
Prediction: no import announcements with 3 weeks to go is worrying, BWA need to start asking questions, lost key juniors in the off season. The team has to be competitive. The concern is the 50p losses quickly become the norm. Prediction: 13th

Would be expecting cougars to fill second restricted spot, same with rocko. Both likely late arrivals, and both likely chasing size. Would put both in top 4 contention

Willo need to get some early wins as very small line up with limited depth without their import. She looks legit though.

East Perth rumour to have Maddie Allen. Weird pairing with lubcke

Perth, lakeside and south west in trouble.

Interesting rankings Bagley!

My outlook on some of the teams is a bit different.

1. Flames. Best backcourt in the league in Walker and Nelson. Add in an ageless Jervis to anchor them and all their role players back with Godfrey, Durnin, Beard etc and they will be right back where they left off. Whilst I appreciate Joe Cook Green can score, I'm betting that Walker and Nelson both average more PPG than Joe.

2. Redbacks. I don't think this team has only marginally improved, I think they have loaded up! Timms and Voelkl will be one of the toughest rebounding combos in the league. Jackson returns. Add Colton, Vaingina, Formosa, Hobbs, Chuat Reath, Craig and Vogel and you have a very deep roster. Well coached in Nixy.

3. Senators. I dont believe their backcourt is as suss as you might think. Ethan Elliott will feature prominently and more than capable of putting up big numbers. Unsure if Wroe has recovered from his last injury but if so will be a savy vet for them. Pearl and Shand are back and Connor Mincherton moving over from Tigers gives them some good 3 point shooting. Losing Michaels is a tough one. Unsure if they will get Zunic back? Picking up Ford gives them some real athleticism and grit which is something they didn't have with last years line-up. I have a feeling they haven't announced everyone and may have a wildcat/NBL guy or two up their sleeve for some point.

4. Cougars. Upgraded in their imports for 2023 and i think alexander ii could be an MVP candidate for them. At least an all star. Coops had this cougars team playing some great team basketball towards the end of the season last year. They have kept their core guys together and got some great imports to come in. Top 4 again for me.

5. Giants. Were a tough outfit last year and have kept the main core together. Losing Ghee is a big loss but they look to have recruited well and bolstered the line-up further. Manton in his first year as HC and some good momentum with the core group to build on after Creek's departure. They should be there abouts in the top 5.

6. Buccs. Whilst no announcements, word on the street is most of their core is back and they will always get 2 good imports. Stewart and Meunier were dynamic for them last year in the back court. Ive heard Meunier will be back at least. 6th man of the year, Narkle, is back. Hunt is back. Klazstorny and Blanchett back from what we can gather. Have some good young guys coming through with Dobson and Griechen who can give them some contribution. I dont think they will have as big a drop off as one may think.

7. Hawks. Have got some plusses in Alexander coming in and Clarke back. Outside of that their ageing core is another year older and no other additions. Scraped into 8th last year and whilst improved this year I don't think its by as much as some might think.

8. Wolves. Picking up Michaels is big. Keeping Wade and Turnage gives them a good big 3. Losing Vaiangina, Colton and Pesava hurts their depth. Unsure on the quality of the other guys they have brought in. Nonetheless these 3 guys will win them a fair amount of games. They key will be keeping Michaels healthy.

9. Eagles. They have a ton of talent between Grace, King, Reath, Roberts and Young. Anastasio and Campbell back. The trick for the eagles is how quickly they get Roberts in. If its not until over halfway during the season like last year they may not have enough to feature higher up the ladder. Filpo in first year with arguably the best roster they have had since coach forde was there.

10. Lightning. I think these guys will at least be in the playoff hunt this year. They have definitely upgraded their roster. It will be interesting to see what calibre of imports they have this year as last year was probably the lowest they have been in import quality ever. Richards moving over from Dandenong will be a great addition for them. Armour and Parkinson rejoining the team will bring some good experience. New coach Malat will be looking to establish himself here in WA and get this group playing hard together.

Magic, Suns and Tigers I dont think have added enough to their rosters to really push for playoffs. Slammers have gone further backwards.

Camel you can fish all you want but Wolves and Hawks would have a similar spend as the same as Rockingham do. Jealousy hurts though. Even us cougar folk can admit our southern neighbours have set the standard when it comes to metro clubs and game night atmosphere the last couple of years. Two grandstands consistently 3/4 full if not more, especially for rivalry games, both baselines FULL with sponsors boxes, at around 2500 a box that's 20 odd boxes at least. You do the math. Plus the locals always fill up the two baseline bars and it's not hard to see that the Flames clearly have revenue and aren't afraid to spend it. Hiring Bevo is further evidence of this. Instead of throwing stones perhaps you need to look alot closer to home and ask what your club needs to do to compete with the power clubs who are doing things right on and off the court.

That being said, with that lineup, anything less than a Women's championship down at Rocko this year would see Coach Knowles on borrowed time surely?

As scary as it is to agree with KR, he is correct. The salary cap in nbl1 is like a warning to Chase Buford of a suspension. It looks great on paper but it holds about as much power as a US Republican politician not aligned to the NRA. Clubs have easy ways of getting around salary cap; For example - Invoice sponsor for "Services Provided" or "Development Session" 20% to the club, 80% to the player, ATO / BWA / BA all say "Nothing to see here." The only people who whinge about the cap are from smaller clubs who can't be bothered being proactive getting off their ass and getting sponsorship / community partnerships. Smart clubs know how to use the rules to their advantage, dumb clubs and their dumb supporters will whinge about a something which is almost impossible to enforce due to various loopholes and alternative payment measures available.

It's not even that. Take out all the loopholes, and you're still trying to enforce it on a BWA budget with BWA resources. It's impossible. The AFL can't do it, the NBL has given up even pretending, what chance does BWA have?

The only benefit it does give you is it prevents clubs taking the piss too much, and spending into oblivion. Set the cap at $60k and you should keep most clubs under $200k, but you're delusional if you think you're keeping anyone under $60k. And occasionally a disgruntled free agent might blow the whistle, so it's not entirely risk-free, just 99.99% risk-free.

Remember there's a marquee player rule. You can play them whatever you want, but only counts $10k towards the cap. Clubs going over the cap use this to their advantage.

Season is also three weeks shorter this year so less payments in that time if paying athletes fortnightly

The roster tracker is a joke.

The Cougars women have signed both Kirsty Whitfield and Kristy Whitfield, along with someone named Belly Hayden, while their men have signed Hayden Bell. Is Zaya Black the same person as Zaya Blackburn?

Taylor Roberts has signed with both East Perth teams.

The Kalamunda women have signed someone named Max Dyer, and two different Jemma Gartrells.

Geraldton are apparently not fielding a team this year.

Goldfields are suiting up Jessie Goodluck, who was officially announced by Warwick.

Joondalup are bringing Shani Amos out of a lengthy retirement to replace Shani Caldwell.

Perth, similarly, have replaced Raya Thompson with Jaya Thompson.

Rockingham have signed Cameron Flynn, who was announced at Perth.

Ash Litterick has moved from Warwick's men's team to its women's team.

People that think Mandurah is back on track are crazy. Nearly a whole office of staff have quit. They have their NBL1 players doing set up and pack down for their own games because all the volunteers walked, the Board of mates are now paying their mates to run the development sessions as the development officer quit and the community development officer was made redundant because according to the President "you can't pay someone to do nothing" They’ve stepped back into the early 2000’s with Taylor Mullenax and his wife running sessions. And no surprising the womens team have a bomb budget, paying Tudor, Toeaina and Wittinger and the men can’t even afford 2 imports. Laughable
