should FIBA be graded ?

Should some FIBA tournaments be graded so teams play for an grading title / advancement not a regional one ?

Would mean a bit more travel for some countries.

i.e. Tier 1 title, tier 2 etc etc

Already happens and it seems pretty unfair as say Australia defeat everyone, the fact that they are in Asia works against them immediately so what are you suggesting that will make it fairer for non European teams ?
