Why hasn't Bairstow been assigned to D-League?

Cameron Bairstow basically has just sat on the Bulls' bench and not played for 2 years straight. Why did it take so long for him to be assigned to the D-League? As far as I can tell, he's only ever played 5 games of D-League since he got drafted (November 22 to December 7 this year).
Is there a rule I'm not aware of that prevents him spending longer there? He's played less than 90 mins of NBA in his 2 seasons there. So, he's probably played more minutes for Australia than he has for Chicago/D-League in that time.
I just don't understand what he, or the Bulls are getting out of him sitting on the bench every night.

Maybe they think he's a good match up in training like Shaun Marks was at San Antonio?

Not great for his development as he'd be a it "game" rusty but they'd be pushing him hard in training so he'd get that benefit but no game time us a worry.

Really hoped he would be developed like Baybes was into a serviceable NBA player

I always thought Bairstow was fortunate to be drafted let alone making a roster. Motum's a better player & prospect.
