Best way is to attend a 5 star camp in the US and get ranked and put on a database.. then create a you tube channel with highlights..and a full game along with a bio that has your name height weight position stats age SAT and ACT test scores etc.. Then start contacting schools you are interested in and give them access to your information. Last but not least registering for the NCAA clearing house which makes you eligible for NCAA.
First question you need to ask yourself when choosing a school is what type of weather you want to live in..then what do you want to study then what level you can realistically play..that should narrow the schools down toba couple of thousands or hundreds considering the level or levels you choose.
Itis a lot of work if you dont have connections but it can be done
Do a junior college first where you have a greater chance of playing and work on your game. Do well there for 2 years then look at a bigger school. You have a much better chance of ending up at a quality program going this path.

Make a State team and don't hang out for a Div 1 College where you might sit on the bench. Play Div 2, get a good education and play ball.
Anonymous OP take the right high school courses in years 9-10-11-12 and make sure you qualify achademically first. Then if you are a good enough hoopster you can seek out a scholarship based on your basketball abilities. Some of the advice above is good!
Bullcrap! Most kids going to Ju-co don't get this opportunity. THey ride the pine while all the other guys just jack shots. Big Colleges want kids for 4 years and will only take the guns out of Jucos.
If you are eligible and good enough get into a 4 year school from the start. Better education, better opportunities. If you are not eligible or not very good then Juco for you! But don't expect much.

Make sure your real ability as an athlete and a student aligns with your expectations.
