State Champs

Hello all

I was wondering if someone could shed some light on how state champ pools are worked out?

Taken from the 1st full round of games from the summer season competition.

Pool A Pool B
1st 2nd
3rd 4th
6th 5th
8th 7th
9th 10th
11th 12th

Or 4 pools for more than 12 teams.

Country teams enter into grades by what seems to be subjective assesment.
