Could Marques Whippy play NBL?

I saw this guy Marques Whippy play at Brisbane in the SEABL. Fijian. Strong body. Good defense. Could be interesting for some NBL teams as he can play as australian. Comes off an injury, so he's not at 100% yet I guess.

Did anyone else see him play already?

All pacific islanders/ocania players should be classified as locals, not that they would set the world on fire but it would be silly to not be able to bolster an NBL team with someone from the region.
