How does the split work?

If cairns win there last 2 games at home and Melbourne beat Townsville on Saturday then Perth Townsville Cairns will all finish on 16 wins ,
Now Perth have a 3-1 lead over Townsville , Cairns will have a 3-1 lead over Perth and Cairns and Townsville will be locked at 2-2 . So who will finish 2nd 3rd 4th in what order don't the splits council each other out . Help me understand please .

A mini table is created amongst them with their win loss between themselves only.
If there is still a tie then it goes to the head to head w/l
if there is still a tie then it goes to the for against in that series only

Only addition to what KB3 said is that any teams that can't be separated after the mini table procedure are saeparated using "total pointsd for divided by total points against for the entire season against all opponents, with the highest percentage winning the tiebreaker."

Quotation is from the NBL 2010-11 Media Guide, page 4.
