'Not only..But also' - Crawford report

I would agree that our countries ethos should not ONLY
be success at international level,but ALSO measure participation rated in community sport.

It doesn't necessarily follow that we would get less funding for Boomers and Opals and more for grass roots,as we are contributing to that national ethos,and meeting the criteria.
