Any contact foul that occurs during a stopped clock phase is unsportsmanlike whether offensive or defensive

It is for the defensive team only.

what about when a player has an open court layup and the opposition comes from behind and fouls? I thought under the new rules that was intentional? is it, or not?

Of course you can set a screen with the clock stopped as per an inbounds pass it if the screen is considered a foul.

Regarding contact from behind:

Art. 36.1.4 Unsportsmanlike foul
If a defensive player causes contact with an opponent from behind or laterally in an attempt to stop a fast break and there is no opponent between the offensive player and the opponents' basket, then the contact shall be judged to be unsportsmanlike.

In addition to the above situation, the following situation is outlined in the Interpretation document. When the ball is out-of-bounds for a throw-in and is still in the hands of the official or is already at the disposal of the thrower-in and at that moment a defensive player on the court causes contact with a player of the team of the thrower-in also on the court and the foul is called, this shall be judged as unsportsmanlike.

This contact is judged as unsportsmanlike because the player is obviously not making any effort to play the ball and an unsportsmanlike advantage is gained by not allowing the game clock to restart. An unsportsmanlike foul must be called without a warning being given.

so a moving screen on an inbound is an unsportsman like? never knew that if it is correct.

so a player on a one on one situation is in the process of laying the ball up...he has taken the 2 steps and is in the jump, and about to release the ball, the defender is behind the player, has eyes for the ball and is trying to block the ball, but hits a hand and ball attempting the block, is that an unsportsmanlike foul?
Eyes are for the ball, the play has been for the ball, but it is a 1 on 1 situation...

Thank you Sabastian, I would love it if some of the clowns (sorry refs) would read and understand that rule. Yes EWZ I'm not saying I agree with it, but when the new rules came in I was sure that is what it says

ExWhyZee no its not and this is why so many players are confused.

the rule clearly says "... in an attempt to stop a fast break..."

The defender in your situation was attempting to block a shot, not stop a fast break and therefore as long as the contact isn't deemed 'hard contact' then a normal foul would apply.

ExWhyZee also in your example if the hand he hit was on the ball it wouldn't even be called a foul, certainly not an unsportsmanlike foul :)

Cheers boys, i read it the way i wrote it, you must be able to contest the ball in the open court without causing a unsportsmanlike....

i too wish the clowns would get it right too...
